    BUSINESS PURPOSE

    The purpose of this activity is to review the results of Phase 3 with Data Resource Management, Project Management, and Data Base Administration. The review is used to determine whether the project should continued as proposed, revised or discontinued. Because Phase 4 is normally the next work step in the methodology, Data Base Administration attends the meeting as an observer.  

    OVERVIEW

    This is mainly a technical review in which Data Engineering presents the ELDBM design. The following points should be stressed in this meeting:

    1. The creation of new Objects is justified by explaining why they are needed to support Information Requirements and various ALDB Models. The rationale behind using existing Objects is also explained.

    2. The need for, and types of relationships among ELDBM Objects.

    3. The creation of new data elements is justified along with the reasons for re-using or not re-using existing data elements.

    4. The ELDBM satisfies the DBEM rules as described in the Phase 3 Narrative.

    5. Offer proof that the ELDBM correctly implements the objects and views as represented in various ALDB Models. If revisions to an ALDBM are necessary, they are explained.

    Data Engineering should be extremely well prepared. Visual aids should be used to explain and clarify findings.

    Copies of the Phase 3 "ELDBM Design Manual" should be distributed to pertinent managers well in advance of the review meeting. This allows the manager ample time to study the report and prepare for the meeting.

    The intent of the review meeting is not necessarily to explain each section of the report, but to answer questions and summarize the conclusions. The report, thereby, is the focal point of the meeting.

    There are three possible outcomes from the review meeting:

    1. Project approved to proceed as proposed.
    2. Project disapproved.
    3. Revise project based on discussion in meeting.

    PROJECT APPROVED

    Project Management advises all meeting attendees of the results of the meeting by memo or letter. The project continues according to plan.

    PROJECT DISAPPROVED

    Project Management discontinues all activity on the project and prepares an audit report as indicated in Phase 6. This will document the disposition of the project. All study material is filed in a project file in the Technical Library for future reference.

    REVISE PROJECT

    During the review meeting, decisions or discussions may have indicated a project change or revision. Data Engineering modifies the report as required and establishes another review meeting (if necessary) to consider the revised report.

    A final and approved copy of the Phase 3 "ELDBM Design Manual," with the initials or signatures of management, is sent to the Technical Library for filing in the project file.  

    STEPS IN EXECUTION

    1. Data Engineering defines the relationships between objects via "Relationship Views." These relationships are depicted using ELDBM Matrices and the ELDBM Diagram.

      Data Engineering consults the relationships between objects as expressed in related ALDB Models. If conflicting object relationships are encountered between ALDB Models, they are resolved by the Data Engineer.

    2. Data Engineering and Project Management review the Project Plan and Project Estimate/Schedule Recap. If necessary, both are updated at this time.

    3. Data Engineering and Project Management prepares a formal Phase 3 manual, "ELDBM Design Manual."

    4. Quality Assurance reviews the "ELDBM Design Manual" for consistency. Data Engineering and Project Management implement changes accordingly.

    5. Data Engineering schedules a Phase 3 review meeting with Data Resource Management, Project Management, and Data Base Administration. Copies of the "ELDBM Design Manual" are distributed to management prior to the review meeting.
