    BUSINESS PURPOSE

    The purpose of this activity is to define the skills necessary to perform the logical functions. These skills will be used later when performing an Organization Analysis in Phase 3, Activity E.  

    OVERVIEW

    Defining the required skills to perform a particular function is not a trivial matter. It can play a major role in the analysis of organizational resources. Through skills we can determine if there are suitable resources available to implement the functions.

    It must be recognized that there is a substantial difference between skills and proficiencies; they are not synonymous. A skill is a developed aptitude, ability or talent for performing a specific task. It is learned through education or experience. A Proficiency is a measurement of how well a resource performs the skill. Although EEM is used to define both skills and proficiencies, this activity is only concerned with identifying the REQUIRED skills.  

    STEPS IN EXECUTION

    1. Enterprise Engineering reviews each affected function and determines the suitable skills required to perform the function.

    2. Enterprise Engineering defines and/or modifies the required Skill Descriptions.

    3. Enterprise Engineering prepares a Function/Skill Matrix. This is based on FE/SD Relationships and includes the REQUIRED proficiency needed to perform the skill for the function.
