BUSINESS PURPOSE
The purpose of this activity is to plan, estimate and
schedule the remaining project work. This activity represents
a refinement of the plans, estimates and schedules as prepared
in Phase 2, Activity G.
OVERVIEW
As in Phase 2, the following items are addressed:
- The Project Plan is updated as required to denote the
phases and activities required to complete the project,
along with its path. Phase 3 is followed in sequence
by Phase 4, "Develop Enterprise Information Strategy."
If multiple paths were created following the Phase 1,
such as multiple Phase 2's and Phase 3's, then the
paths can be rejoined at Phase 4. This means that the
project will only have one Phase 4. However, if the
project is of a large magnitude and it cannot wait for
the completion of the last Phase 3, then a Phase 4 can
be performed independently. In this situation, the
"Enterprise Information Strategy" will be revised with
each Phase 4.
- The use of human resources required to perform the work,
whether known or unknown, is also updated as required.
- The Order-of-Magnitude estimate and schedule is updated
as required to show the amount of Direct time required to
complete the project, costs and dates.
- The "Project Estimate/Schedule Recap" is used to prepare
the Order-of-Magnitude estimate and schedule.
- Deviations from the Phase 2 plan and estimate/schedule
are highlighted and explained in the Project Plan.
PREPARING FOR REVIEW
Project Management and Enterprise Engineering assures that
all of the Phase 3 activities and materials have been properly
completed. The Phase Review Checklist is used for this purpose.
A formal Phase 3 "Physical Enterprise Study" manual
is then prepared, which is similar in content to the Phase 2
"Logical Enterprise Study." The manual is reviewed and checked
by Quality Assurance prior to distribution to management for
review.
The Phase 3 Manual contains the following items:
- Phase Cover Page - including a Table of Contents
with a distribution/approval list.
- Organization Chart - as prepared in Activity C.
- Position Description Report - also prepared in
Activity C.
- Matrices - as prepared in Activity D; consisting
of:
- Function/Position Matrix
- Position/Information Matrix
- Position/Object Matrix
- Position/System Matrix
- Organization Analysis - as prepared in
Activity E.
- Human/Machine Resource Profiles - as prepared
in Activity C.
- Resource/Skill Matrix - as prepared in
Activity C.
- Project Plan - as prepared in this activity.
- Project Estimate/Schedule Recap - also prepared in
this activity.
- Phase Review Checklists - specifying acceptance
criteria for the deliverables mentioned above.
STEPS IN EXECUTION
- Project Management revises as required the Project Plan,
including the phases and activities required to complete
the project, and the path. Project personnel are also
considered at this time. Deviations since Phase 2 are
explained.
- The Order-of-Magnitude estimate of Direct time is revised
as required for each project phase by Project Management.
The time is also used to calculate the cost of each phase.
Deviations since Phase 2 are explained in the Project Plan.
- Project Management revises the project schedule as
required. Deviations since Phase 2 are explained in the
Project Plan.
- Project Management and Enterprise Engineering prepares
a formal Phase 3 manual, "Physical Enterprise Study."
- Project Management and Enterprise Engineering assure that
all of the Phase 3 activities and deliverables have
been prepared correctly.
- Quality Assurance reviews the "Physical Enterprise Study"
for consistency. Project Management and Enterprise
Engineering implements changes accordingly.
- Project Management schedules a Phase 3 review meeting
with management. Copies of the "Physical Enterprise Study"
are distributed to management prior to the review meeting.
