    BUSINESS PURPOSE

    The purpose of this activity is to determine the actual time and costs expended on the project and make a comparison against what was planned. Also in this activity, the "EEM Project Evaluation Report" is prepared and distributed for review by Information Resource Management and Enterprise Resource Management.  

    OVERVIEW

    During Phase 5, Activity B, Project Management prepares and distributes the "EEM Project Evaluation Report" which reflects the actual versus proposed variances in project estimates and schedules, with variances noted. In view of this, the procedure for developing this evaluation is the same as in Phase 1, Activity E, "Project Planning" (as well as Phase 2, Activity G and Phase 3, Activity F, "Update Project Plan"). The major difference between the evaluations is that actual data is used instead of estimated data in the Phase 5 evaluation. Since it is essential that Project Management understand how the original evaluation was developed, a detailed review of this activity should be made to permit meaningful comparisons.

    In preparation for the evaluation, Project Management obtains from the Technical Library the following documentation:

    • The original approved "EEM Project Plan" from Phase 1.

    • The original approved "Logical Enterprise Study" from Phase 2. (There may be multiple Phase 2 documents resulting from a single EEM project).

    • The original approved "Physical Enterprise Study" from Phase 3. (There may be multiple Phase 3 documents resulting from a single EEM project).

    • All Project Control Sheets, and any other pertinent project documentation.

    Project Management performs an evaluation of the project. Order-of-Magnitude estimates and schedules as prepared in Phases 1, 2 and 3 are compared to actual figures. The O-O-M Estimate/Actual report is used to show actual time, costs and schedules. Actual figures are compared and analyzed to the original estimates. Based on the findings of this analysis, it may be desirable to update estimating guidelines. Project Management then prepares concluding comments about the project which is included in the formal phase report.

    The contents of the "EEM Project Evaluation Report" include:

    • Phase Cover Page - with Table of Contents and Distribution List.

    • Project Evaluation - a free-form textual evaluation of the project. In consists of concluding comments about deviations in project estimates and schedules, lessons learned, and recommendations for the future.

    • O-O-M Estimate/Actual - detailing project time and dates versus what was proposed in earlier estimates. This is listed by phase.

    After the report is completed, it is reviewed by Quality Assurance for conformity to standards. It is then distributed for review and comments by project participants (Enterprise Engineering), Enterprise Resource Management and Information Resource Management.  

    STEPS IN EXECUTION

    1. Project Management collects and studies all pertinent documentation from the Technical Library for the project, including the Phase 1 "EEM Project Plan," Phase 2 "Logical Enterprise Study," and Phase 3 "Physical Enterprise Study."

    2. Project Management prepares an "EEM Project Evaluation Report" which provides an analysis of proposed versus actual project time, estimates and schedules. It is based on the project plans, estimates and schedules as developed in Phases 1, 2 and 3. Concluding comments about the project are prepared by Project Management and packaged with the proposed versus actual cost comparison as part of the final phase report.

    3. Project Management packages the "EEM Project Evaluation Report" and reviews it with Quality Assurance for accuracy and completeness.

    4. The report is then distributed for review by the members of the project, Enterprise Resource Management and Information Resource Management. A formal copy is forwarded to the Technical Library for filing.
