BUSINESS PURPOSE

The purpose of this activity is to review the results of Phase 2 with User Management, Information Resource Management, Systems Resource Management, and Data Resource Management. The review is used to determine whether the project should continued as proposed, revised or discontinued.

OVERVIEW

During Phase 2, Activity E, Project Management conducts a phase review meeting to obtain the formal project decision from management. Systems Engineering is in attendance to answer any pertinent questions as they arise.

Management support and involvement is essential for project success. A well prepared concise report gives management the confidence necessary to make the appropriate project decisions. Because of the importance of this review, Project Management and Systems Engineering should be extremely well prepared. Visual aids should be used to explain and clarify findings. Those in attendance should have the authority to make decisions.

Copies of the Phase 2 "System Design Manual" should be distributed to pertinent managers well in advance of the review meeting. This allows the manager ample time to study the report and prepare for the meeting.

The intent of the review meeting is not necessarily to explain each section of the report, but to answer questions and summarize the conclusions. The report, thereby, is the focal point of the meeting.

As in Phase 1, there are three possible outcomes from the review meeting:

Project approved to proceed as proposed.

Project disapproved.

Revise project based on discussion in meeting.

PROJECT APPROVED

Systems Engineering advises all meeting attendees of the results of the meeting by memo or letter. The project continues according to plan.

PROJECT DISAPPROVED

Systems Engineering discontinues all activity on the project and prepares an audit report as indicated in Phase 9. This will document the disposition of the project. All study material is filed in a project file in the Technical Library for future reference.

REVISE PROJECT

During the review meeting, decisions or discussions may have indicated a project change or revision. Systems Engineering reviews the project and estimates, modifies the report and establishes another review meeting (if necessary) to consider the revised report.

A final and approved copy of the Phase 2 "System Design Manual," with the initials or signatures of management, is sent to the Technical Library for filing in the project file.

STEPS IN EXECUTION

Project Management conducts a formal review of the Phase 2 "System Design Manual" with User Management Information Resource Management, Systems Resource Management, Data Resource Management, and Enterprise Resource Management. Systems Engineering also participates in the review by answering pertinent questions as they arise. Representatives from Software Engineering and Data Engineering also review the Phase 2 documentation.

Management determines project outcome: Approve project as proposed, revise project, or discontinue.

Project Management forwards a formal copy of the "System Design Manual" along with miscellaneous project documentation to the Technical Library for filing.
