    BUSINESS PURPOSE

    The purpose of this activity is to review the Order-of-Magnitude estimate/schedule as it pertains to this sub-system. This activity is also used to prepare the Phase 3 "Sub-System Design Manual" for review.  

    OVERVIEW

    The fundamental difference between this activity and Phase 2, Activity D, "Prepare Design Evaluation," is that this activity is only concerned with evaluating a single sub-system (while Phase 2 is used to evaluate the whole system).

    During the previous activities, Systems Engineering finalized the sub-system design. As part of this process, changes in the design will inevitably be encountered that were not anticipated in prior phases. This is natural since the design is more definitive. The refinements in the design may effect the project estimate and schedule. Therefore, the intent of this activity to re-evaluate them before proceeding.

    During Phases 1 and 2, the following items were defined:

    • Project Plan - specifying the remaining phases in the project and their sequencing, along with the anticipated use of human resources.

    • Order-of-Magnitude estimate and schedule - specifying planned labor charges and additional project expenditures, along with delivery schedules.

    • Cost and Evaluation Summary - specifying the costs and benefits associated with the project.

    During Phase 3, Activity C, Project Management and Systems Engineering checks the validity of each of these in lieu of the finalized sub-system design.

    As in Phase 2, Activity D, Software Engineering, and Data Engineering will participate in the review of the OOM estimates.

    PREPARING FOR REVIEW

    Project Management and Systems Engineering assures that all of the Phase 3 activities and materials have been properly completed. A Phase Review Checklist is available for this purpose. A formal Phase 3, "Sub-System Design Manual" is then prepared. The manual is reviewed and checked by Quality Assurance prior to distribution to management for review.

    The Phase 3 Manual contains the following items:

    • Phase Cover Page - including a Table of Contents, along with a distribution/approval list.
    • Sub-System Concept Diagram - as prepared in Activity A.
    • System Logic Narrative - as prepared in Activity B.
    • Test Criteria - as prepared in Activity B.
    • Sub-System Flowchart - as prepared in Activity A.
    • Procedure Logic Narrative - as prepared in Activity B.
    • Input Discussion & Examples - as prepared in Activity B.
    • Output Discussion & Examples - as prepared in Activity B.
    • Project Estimate/Schedule Recap - as prepared in this activity.
    • Phase Review Checklist - specifying acceptance criteria for the deliverables mentioned above.
     

    STEPS IN EXECUTION

    1. Project Management retrieves pertinent project materials from the Phase 2 documentation. This specifically includes the Project Plan, the OOM estimate and schedule, and the Cost and Evaluation Summary. This material is reviewed with Systems Engineering for currency.

    2. Project Management reviews the OOM estimate with Systems Engineering, Software Engineering and Data Base Administration. This includes additional project expenditures planned for the project. Revisions are made as required.

    3. Project Management and Systems Engineering review the project schedule and prepare revisions as required.

    4. Project Management and Systems Engineering prepares a formal Phase 3 "Sub-System Design Manual."

    5. Project Management and Systems Engineering assures that all of the Phase 3 activities and deliverables have been prepared correctly.

    6. Quality Assurance reviews the "Sub-System Design Manual" for consistency. Project Management and Systems Engineering implements changes accordingly.

    7. Project Management schedules a Phase 3 review meeting with management. Copies of the "Sub-System Design Manual" are distributed to management prior to the review meeting.
