    BUSINESS PURPOSE

    The purpose of this activity is to review the results of Phase 3 with User Management, Systems Resource Management, Data Resource Management, and DP Operations. The review is used to determine whether the project should continued as proposed, revised or discontinued.  

    OVERVIEW

    During Phase 3, Activity D, Project Management conducts a phase review meeting to obtain the formal project decision from management. Systems Engineering is in attendance to answer any pertinent questions as they arise.

    Reviews during Phase 1 and 2 were concerned with concepts, information requirements and overall system considerations. The sub-system review is concerned with a detail discussion of the sub-system in operation. It is essential that those Users who are concerned with its success on a day-to-day basis be in complete agreement with the sub-system. They should have a clear understanding of staffing, timing, and other operating details. If Systems Engineering does not have the support and cooperation of those directly concerned, it will be difficult, if not impossible, to install the sub-system. This management group is the most knowledgeable and can provide Systems Engineering with the best suggestions for improvement and insight into problem areas.

    Management support and involvement is essential for project success. A well prepared concise report gives management the confidence necessary to make the appropriate project decisions. Because of the importance of this review, Project Management and Systems Engineering should be extremely well prepared. Visual aids should be used to explain and clarify findings. Those in attendance should have the authority to make decisions.

    Copies of the Phase 3 "Sub-System Design Manual" should be distributed to pertinent managers well in advance of the review meeting. This allows the manager ample time to study the report and prepare for the meeting.

    The intent of the review meeting is not necessarily to explain each section of the report, but to answer questions and summarize the conclusions. The report, thereby, is the focal point of the meeting.

    As in prior phases, there are three possible outcomes from the review meeting:

    1. The sub-system is approved to proceed as proposed.

    2. The sub-system is disapproved.

    3. Revise the sub-system accordingly.

    PROJECT APPROVED

    Systems Engineering advises all meeting attendees of the results of the meeting by memo or letter. The sub-system continues according to plan.

    PROJECT DISAPPROVED

    It is highly unlikely but still possible that a sub-system will be discontinued as a result of this meeting. Revisions are more likely.

    Systems Engineering discontinues all activity on the sub-system. All study material is filed in a project file in the Technical Library for future reference.

    REVISE PROJECT

    During the review meeting, decisions or discussions may have indicated a project change or revision. Systems Engineering reviews the project and estimates, modifies the report and establishes another review meeting (if necessary) to consider the revised report.

    A final and approved copy of the Phase 3 "Sub-System Design Manual," with the initials or signatures of management, is sent to the Technical Library for filing in the project file.  

    STEPS IN EXECUTION

    1. Project Management conducts a formal review of the Phase 3 "Sub-System Design Manual" with User Management Systems Resource Management, Data Resource Management, and DP Operations. Systems Engineering also participates in the review by answering pertinent questions as they arise. Representatives from Software Engineering and Data Base Administration also review the Phase 3 documentation.

    2. Management determines project outcome: Approve project as proposed, revise project, or discontinue.

    3. Project Management forwards a formal copy of the "Sub-System Design Manual" along with miscellaneous project documentation to the Technical Library for filing.
