Each procedure needs to be reviewed with User Management
for clarity, workability, and completeness. It is System
Engineering's objective to obtain the User's agreement with the
procedures, since the User will be responsible for their
implementation. Systems Engineering may find that some aspects
were overlooked, and this review provides an opportunity for
correction. It is important that the User understands how the
user's department relates to the other departments in the
execution of the sub-system. This will put the relationship
of procedures into perspective.
Visual aids should be used to explain and clarify the
processing of procedures. The graphics from the "Administrative
Procedure Manual" are useful for this purpose.
Copies of the Phase 4-I "Administrative Procedure Manual"
should be distributed to pertinent managers well in advance of
the review meeting. This allows the manager ample time to study
the report and prepare for the meeting.
