DATA PROCESSING OPERATIONS

    SCOPE OF FUNCTION

    This is a control level function that has primary responsibility for the operation and security of the computer portion of Information Systems. Data Processing Operations is considered a "User" in Phases 4-II, 5 and 6 of ISEM.

    SPECIFIC DUTIES AND RESPONSIBILITIES

    1. Legislates and enforces the proper use of "PRIDE" products in their functional area.

    2. Directs and reviews all Data Processing Operations related activities.

    3. Enforces all policies and procedures related to Data Processing Operations.

    4. Provides for and controls facilities and equipment for Data Processing Operations personnel.

    5. Recruits and manages Data Processing Operations personnel.

    6. Reports to Information Resource Management on all Data Processing Operations related activities.

    7. Advises and supports Enterprise Resource Management, Systems Resource Management and Data Resource Management on Information Resource Management related issues.

    8. Participates as a member of the Support Team for implementing "PRIDE" products.

    9. Works closely with the various IRM support functions to develop, monitor and control Data Processing Operations related standards.

    10. Approves of all Data Processing Operations related acquisitions, e.g., purchase of hardware and software.

    11. Reviews summary project control reports on a routine basis to assure that Data Processing Operations projects are on schedule and under control.

    12. Allocates the use of Data Processing Operations personnel resources to project and work assignments.

    13. Coordinates with User Management, as required, to resolve any problems.

    14. Provides continuing training necessary to assure a highly qualified staff.

    15. Resolves any differences of opinion between the project teams and IRM support functions regarding quality assurance.

    16. Reviews and approves technical documentation as it pertains to the computer portions of Information Systems (the "Computer Run Books"). This documentation, which is prepared in Phase 4-II of ISEM, is used for reference purposes during operation of the computer.

    17. Manages and operates all computer related hardware and software.

    REQUIRED KNOWLEDGE/SKILLS/EXPERIENCE

    1. A thorough understanding of "PRIDE" products, particularly as they relate to Data Processing Operations.

    2. A thorough understanding of the responsibilities and policies of Data Processing Operations.

    3. In-depth knowledge about all Data Processing Operations activities.

    4. The experience and ability to critically evaluate the performance of Data Processing Operations related functions and staff.

    5. The experience and ability to manage the activities of others.

    6. The experience and ability to manage Data Processing Operations facilities and equipment.

    7. The experience and ability to assume responsibility for performing assigned tasks and meeting objectives within time and cost constraints.

    8. Good interpersonal relations/communications skills.

    9. Effective writing skills.

    10. Good analytical and problem solving skills.

    11. Must be results oriented.

    12. Aware of the Enterprise Information Strategy, as it pertains to Data Processing Operations, and makes plans accordingly.

    13. Experience in the acquisition of computer related hardware and software.

    14. A thorough understanding of the functions related to Information Resource Management, including Data Processing Operations, Enterprise Resource Management, Systems Resource Management, Data Resource Management, Data Base Administration, Data Communications Administration, Project Management, Program/Software Engineering, and the various IRM support functions.

    15. A thorough understanding of the particular computer hardware and software of the enterprise.

    16. A thorough understanding of the computer procedure related portions of ISEM (Phases 4-II, 5, and 6).

    EVALUATION OF PERFORMANCE

    The following list is intended as a guide to evaluate the performance of the Data Processing Operations function. Evaluation will be based upon observation by Information Resource Management, Enterprise Resource Management, Systems Resource Management, Data Resource Management, and Quality Assurance.

    1. Data Processing Operations personnel adhere to all Information Resource Management related policies and procedures.

    2. "PRIDE" products are successfully implemented and used productively. The staff has a thorough understanding and knowledge of all Data Processing Operations related functions and responsibilities.

    3. Information Resource Management, Enterprise Resource Management, Systems Resource Management, Data Resource Management, and IRM support functions are aware of all Data Processing Operations activities.

    4. Data Processing Operations personnel assume responsibility for performing assigned tasks and achieves them within time and cost constraints.

    5. There is an adequate staff to perform all required Data Processing Operations functions and they are well trained.

    6. Data Processing Operations activities are performed according to the Enterprise Information Strategy and the normal operation of the enterprise.

    7. The Data Processing Operations staff produces quality work (few mistakes).

    FUNCTIONAL RELATIONSHIPS

    Subordinate to Information Resource Management. Data processing Operations also maintains a lateral working relationship with Enterprise Resource Management, Systems Resource Management, and Data Resource Management. It also works closely with the various IRM support functions. The operations staff is subordinate to Data Processing Operations.
