DATA RESOURCE MANAGEMENT

    SCOPE OF FUNCTION

    This is a control level function that has primary responsibility for the management of data as a corporate resource. In this context, Data Resource Management is concerned with the management of all of the data that is required to serve the information needs of the enterprise, regardless of where used or how stored. More specifically, Data Resource Management is responsible for the standardization and control of data, both at the logical and physical levels, as well as the application and enterprise views.

    SPECIFIC DUTIES AND RESPONSIBILITIES

    1. Legislates and enforces the proper use of "PRIDE" products in their functional area. This specifically includes DBEM (Data Base Engineering Methodology).

    2. Directs and reviews all Data Resource Management related activities. This includes Data Engineering, Data Base Administration, and Data Communications Administration.

    3. Enforces all policies and procedures related to Data Resource Management.

    4. Provides for and controls facilities and equipment for Data Resource Management personnel.

    5. Recruits and manages Data Resource Management personnel.

    6. Reports to Information Resource Management on all Data Resource Management related activities.

    7. Advises and supports Systems Resource Management, Enterprise Resource Management, and Data Processing Operations on Information Resource Management related issues.

    8. Participates as a member of the Support Team for implementing "PRIDE" products.

    9. Works closely with the various IRM support functions to develop, monitor and control Data Resource Management related standards.

    10. Approves of all Data Resource Management related acquisitions, e.g., purchase of hardware and software.

    11. Reviews summary project control reports on a routine basis to assure that projects are on schedule and under control.

    12. Allocates the use of Data Resource Management resources to project assignments.

    13. Provides continuing training necessary to assure a highly qualified development staff.

    14. Evaluates and approves all formal deliverables resulting from DBEM. This specifically includes:

      • Phase 1 - "Data Base Study and Evaluation Report"
      • Phase 2 - "ALDB Design Manual"
      • Phase 3 - "ELDB Design Manual"
      • Phase 4 - "EPDB Design Manual"
      • Phase 5 - "APDB Design Manual"
      • Phase 6 - "Project Audit"

    15. Assures that data base designs are developed according to the Enterprise Information Strategy and that they accurately and adequately serve the needs of all information systems.

    REQUIRED KNOWLEDGE/SKILLS/EXPERIENCE

    1. A thorough understanding of "PRIDE" products, particularly as they pertain to Data Resource Management (particularly DBEM).

    2. A thorough understanding of the responsibilities and policies of Data Resource Management.

    3. In-depth knowledge about all Data Resource Management activities.

    4. The experience and ability to critically evaluate the performance of Data Resource Management related functions and staff.

    5. The experience and ability to manage the activities of others.

    6. The experience and ability to manage Data Resource Management facilities and equipment.

    7. The experience and ability to assume responsibility for performing assigned tasks and meeting objectives within time and cost constraints.

    8. Good interpersonal relations/communications skills.

    9. Effective writing skills.

    10. Good analytical and problem solving skills.

    11. Must be results oriented.

    12. Aware of the Enterprise Information Strategy, as it pertains to Data Resource Management, and makes plans accordingly.

    13. Experience in the acquisition of hardware and software to support the control of data resources.

    14. A thorough understanding of the functions related to Information Resource Management, including Data Resource Management, Systems Resource Management, Enterprise Resource Management, Data Engineering, Data Base Administration, Data Communications Administration, Project Management, Systems Engineering, Program/Software Engineering, Enterprise Engineering, and the various IRM support functions.

    EVALUATION OF PERFORMANCE

    The following list is intended as a guide to evaluate the performance of the Data Resource Management function. Evaluation will be based upon observation by Information Resource Management, Enterprise Resource Management, Systems Resource Management, Data Processing Operations, and Quality Assurance.

    1. Data Resource Management personnel adhere to all Information Resource Management related policies and procedures.

    2. "PRIDE" products are successfully implemented and used productively.

    3. The staff has a thorough understanding and knowledge of all Data Resource Management related functions and responsibilities.

    4. Information Resource Management, Enterprise Resource Management, Systems Resource Management, Data Processing Operations, and IRM support functions are aware of all Data Resource Management activities.

    5. Data Resource Management personnel assume responsibility for performing assigned tasks and achieves them within time and cost constraints.

    6. There is an adequate staff to perform all required Data Resource Management functions and they are well trained.

    7. Data Resource Management activities are performed according to the Enterprise Information Strategy.

    8. Data resources are standardized and controlled.
    9. The Data Resource Management staff produces quality work (few mistakes).

    FUNCTIONAL RELATIONSHIPS

    Subordinate to Information Resource Management. Data Resource Management also maintains a lateral relationship with Systems Resource Management, Enterprise Resource Management, and Data Processing Operations. It also works closely with the various IRM support functions. Project Management, Data Engineering, Data Base Administration, and Data Communications Administration are subordinate to Data Resource Management.
