    SCOPE OF FUNCTION

    This is a control level function that has primary responsibility for the development and management of enterprise resources. In this context, Enterprise Resource Management is concerned with the management of all of the organizational resources that either use information and/or process data. More specifically, Enterprise Resource Management is responsible for the standardization and control of organizational resources, both logically and physically. It should be noted that this function does not necessarily have administrative authority over all organizational resources; only that they control the definition of the resources so that they can be inventoried to assist in formulating information strategies.

    SPECIFIC DUTIES AND RESPONSIBILITIES

    1. Legislates and enforces the proper use of "PRIDE" products in their functional area. This specifically includes EEM (Enterprise Engineering Methodology).

    2. Directs and reviews all Enterprise Resource Management related activities.

    3. Enforces all policies and procedures related to Enterprise Resource Management.

    4. Provides for and controls facilities and equipment for Enterprise Resource Management personnel.

    5. Recruits and manages Enterprise Resource Management personnel.

    6. Reports to Information Resource Management on all Enterprise Resource Management related activities.

    7. Advises and supports Systems Resource Management, Data Resource Management, and Data Processing Operations on Information Resource Management related issues.

    8. Participates as a member of the Support Team for implementing "PRIDE" products.

    9. Works closely with the various IRM support functions to develop, monitor and control Enterprise Resource Management related standards.

    10. Approves of all Enterprise Resource Management related acquisitions, e.g., purchase of hardware and software.

    11. Reviews summary project control reports on a routine basis to assure that Enterprise Resource Management projects are on schedule and under control.

    12. Allocates the use of Enterprise Resource Management resources to project assignment.

    13. Coordinates with User Management, as required, to resolve any project problems.

    14. Provides continuing training necessary to assure a highly qualified development staff.

    15. Resolves any differences of opinion between the project teams and IRM support functions regarding quality assurance.

    16. Evaluates and approves all formal deliverables resulting from EEM. This specifically includes:

      • Phase 1 - "EEM Project Plan"
      • Phase 2 - "Logical Enterprise Study"
      • Phase 3 - "Physical Enterprise Study"
      • Phase 4 - "Enterprise Information Strategy"
      • Phase 5 - "EEM Project Evaluation Report"

    17. Assures that the Enterprise Information Strategy is synchronized with business objectives.

    REQUIRED KNOWLEDGE/SKILLS/EXPERIENCE

    1. A thorough understanding of "PRIDE" products, particularly as they pertains to Enterprise Resource Management (particularly EEM).

    2. A thorough understanding of the responsibilities and policies of Enterprise Resource Management.

    3. In-depth knowledge about all Enterprise Resource Management activities.

    4. The experience and ability to critically evaluate the performance of Enterprise Resource Management related functions and staff.

    5. The experience and ability to manage the activities of others.

    6. The experience and ability to manage Enterprise Management facilities and equipment.

    7. The experience and ability to assume responsibility for performing assigned tasks and meeting objectives within time and cost constraints.

    8. Good interpersonal relations/communications skills.

    9. Effective writing skills.

    10. Good analytical and problem solving skills.

    11. Must be results oriented.

    12. Aware of the Enterprise Information Strategy, as it pertains to Enterprise Resource Management, and makes plans accordingly.

    13. Experience in the acquisition of hardware and software to support the control of organizational resources.

    14. A thorough understanding of the functions related to Information Resource Management, including Enterprise Resource Management, Systems Resource Management, Data Resource Management, Enterprise Engineering, Data Engineering, Data Base Administration, Data Communications Administration, Project Management, Systems Engineering, Program/Software Engineering, and the various IRM support functions.

    EVALUATION OF PERFORMANCE

    The following list is intended as a guide to evaluate the performance of the Enterprise Resource Management function. Evaluation will be based upon observation by Information Resource Management, Systems Resource Management, Data Resource Management, Data Processing Operations, and IRM Quality Assurance.

    1. Enterprise Resource Management personnel adhere to all Information Resource Management related policies and procedures.

    2. "PRIDE" products are successfully implemented and used productively.

    3. The staff has a thorough understanding and knowledge of all Enterprise Resource Management related functions and responsibilities.

    4. Information Resource Management, Systems Resource Management, Data Resource Management, Data Processing Operations and IRM support functions are aware of all Enterprise Resource Management activities.

    5. Enterprise Resource Management personnel assume responsibility for performing assigned tasks and achieves them within time and cost constraints.

    6. There is an adequate staff to perform all required Enterprise Resource Management functions and they are well trained.

    7. Enterprise Resource Management activities are performed according to the Enterprise Information Strategy.

    8. Organizational resources are standardized and controlled.

    9. The Enterprise Resource Management staff produces quality work (few mistakes).

    FUNCTIONAL RELATIONSHIPS

    Subordinate to Information Resource Management. Enterprise Resource Management also maintains a lateral working relationship with Systems Resource Management, Data Resource Management, Data Processing Operations. It also works closely with the various IRM support functions. Project Management and Enterprise Engineering are subordinate to Enterprise Resource Management.
