SCOPE OF FUNCTION
This is a policy level function. It has primary management
responsibility for the development and control of all of the
resources required to produce information, this includes data,
systems and organizational resources. IRM is commonly
implemented by positions such as the Chief Information Officer
(CIO), MIS Director, IT Director or Chief Technology Officer (CTO). The
Information Resource Manager represents the chief information
architect/strategist for the enterprise.
Information Resource Management is supported by resource
managers who govern the engineers developing and implementing
the required information resources. Enterprise, Systems, and
Data Resource Management are clearly delineated to avoid
confusion.
Information Resource Management is supported by a set of
Quality Assurance functions that provide assistance in defining,
monitoring and controlling the IRM environment.
SPECIFIC DUTIES AND RESPONSIBILITIES
- Legislates and enforces the proper use of
"PRIDE" products for Information Resource Management.
- Directs and reviews all Information Resource Management
(IRM) activities.
- Legislates all IRM related policies and procedures.
- Establishes and provides for adequate IRM related
facilities and equipment.
- Recruits and manages personnel for managerial positions
in IRM.
- Reports on all IRM activities to the enterprise,
specifically Executive Management.
- Participates as a member of the Support Team for
implementing "PRIDE" products.
- Works closely with the various IRM support functions to
develop, monitor and control all IRM related standards.
- Approves of all IRM related acquisitions, e.g., purchase of
hardware and software.
- Reviews summary project control reports on a routine basis
to assure that projects are on schedule and under control.
- Coordinates the activities between Enterprise Resource
Management, Systems Resource Management, Data Resource
Management, and Data Processing Operations.
- Implements the Enterprise Information Strategy.
REQUIRED KNOWLEDGE/SKILLS/EXPERIENCE
- A basic understanding of "PRIDE" products
as they pertain to Information Resource Management.
- A thorough understanding of the responsibilities and
policies of Information Resource Management.
- In-depth knowledge about all Information Resource
Management activities.
- The experience and ability to critically evaluate the
performance of the various IRM functions and staff.
- The experience and ability to manage the activities of
others.
- The experience and ability to manage IRM related
facilities and equipment.
- The experience and ability to assume responsibility for
performing assigned tasks and meeting objectives within
time and cost constraints.
- Good interpersonal relations/communications skills.
- Effective writing skills.
- Good analytical and problem solving skills.
- Must be results oriented.
- Aware of the Enterprise Information Strategy and makes
plans accordingly.
- Experience in the acquisition of hardware and software to
support the control of information resources.
- A thorough understanding of all IRM related functions.
EVALUATION OF PERFORMANCE
The following list is intended as a guide to evaluate the
performance of the Information Resource Management function.
Evaluation will be based upon observation by Executive
Management and User Management.
- IRM personnel adhere to all IRM related policies and
procedures.
- "PRIDE" products are successfully implemented
and used productively.
- The staff has a thorough understanding and knowledge of
all IRM related functions and responsibilities.
- There is an effective dialog of communications between
all IRM functions.
- IRM personnel assume responsibility for performing
assigned tasks and achieves them within time and cost
constraints.
- There is an adequate staff to perform all required
IRM related functions and are they well trained.
- IRM activities are performed according to the Enterprise
Information Strategy.
- Information Resources are standardized and controlled.
- The Enterprise Information Strategy is synchronized with
the objectives and mission of the business.
- Information Systems are developed that satisfy end user
information requirements.
- The corporate Data Base is properly synchronized with the
Information Systems of the enterprise.
- The IRM staff produces quality work (few mistakes).
FUNCTIONAL RELATIONSHIPS
Subordinate to Executive Management. Functions that are
subordinate to Information Resource Management include
Enterprise Resource Management, Systems Resource Management,
Data Resource Management, and Data Processing Operations.
IRM Quality Assurance represents a collection of subordinate
functions that assist in formulating and enforcing IRM policies
and procedures.
