SCOPE OF FUNCTION
This is a control level function. It is a staff function
that assists in the development of IRM related policies and
procedures. It is also concerned with monitoring and enforcing
these policies and procedures on the behalf of Information
Resource Management. An effective Quality Assurance program is
concerned with building quality into a product during design,
not inspecting for quality afterwards. IRM Quality Assurance,
thereby, is concerned with virtually all aspects of how
information resources are designed and controlled. From this
global perspective, it is concerned with defining and refining
the IRM environment, including organization, methodologies,
tools and techniques.
SPECIFIC DUTIES AND RESPONSIBILITIES
- Participates in the development of all IRM related policies
and procedures.
- Enforces IRM related policies and procedures. This
includes the proper use of "PRIDE" products.
- Monitors and reviews all Information Resource Management
(IRM) activities.
- Establishes and provides for adequate IRM Quality Assurance
related facilities and equipment.
- Recruits and manages personnel for IRM Quality Assurance
related functions.
- Reports on all IRM Quality Assurance activities to
Information Resource Management.
- Participates as a member of the Support Team for
implementing "PRIDE" products.
- Works closely with the various IRM support functions to
develop, monitor and control all IRM related standards.
- Approves of all IRM Quality Assurance related acquisition
e.g., purchase of hardware and software.
- Reviews summary project control reports on a routine basis
to assure that projects are on schedule and under control.
- Reviews and approves the formal deliverables resulting from
the various "PRIDE" methodologies.
REQUIRED KNOWLEDGE/SKILLS/EXPERIENCE
- An in-depth understanding of "PRIDE" products
for Information Resource Management.
- A thorough understanding of the responsibilities and
policies of Information Resource Management.
- In-depth knowledge about all Information Resource
Management activities.
- The experience and ability to critically evaluate the
performance of the various IRM functions and staff.
- The experience and ability to manage the activities of
others.
- The experience and ability to manage IRM Quality Assurance
related facilities and equipment.
- The experience and ability to assume responsibility for
performing assigned tasks and meeting objectives within
time and cost constraints.
- Good interpersonal relations/communications skills.
- Effective writing skills.
- Good analytical and problem solving skills.
- Must be results oriented.
- Aware of the Enterprise Information Strategy and makes
plans accordingly.
- Experience in the acquisition of hardware and software to
support the control of information resources.
- A thorough understanding of all IRM related functions.
- Aware of all IRM related projects.
EVALUATION OF PERFORMANCE
The following list is intended as a guide to evaluate the
performance of IRM Quality Assurance. Evaluation will be based
upon observation by Information Resource Management, Enterprise
Resource Management, Systems Resource Management, Data Resource
Management, and Data Processing Operations.
- IRM personnel adhere to all IRM related policies and
procedures.
- "PRIDE" products are successfully implemented
and used productively.
- The staff has a thorough understanding and knowledge of
all IRM related functions and responsibilities.
- IRM related standards, policies and procedures are well
defined and made available to the IRM staff.
- There is an adequate staff to perform all required
- IRM Quality Assurance related functions and are they
well trained.
- IRM activities are performed according to the Enterprise
Information Strategy.
- Information Resources are standardized and controlled.
- The IRM staff produces quality work (few mistakes).
FUNCTIONAL RELATIONSHIPS
Subordinate as a staff function to Information Resource
Management. Maintains a lateral working relationship with
Enterprise Resource Management, Systems Resource Management,
Data Resource Management, and Data Processing Operations.
"PRIDE" Coordination/IRM Engineering, Project Administration,
Technical Librarian, and IRM Education/Training are subordinate
to IRM Quality Assurance.
