    SCOPE OF FUNCTION

    This is a control level function that has primary responsibility for the management of systems as a corporate resource. In this context, Systems Resource Management is concerned with the management of all of the systems that is required to serve the information needs of the enterprise, regardless of the type or application. More specifically, Systems Resource Management is responsible for the standardization and control of systems, both logically and physically.

    SPECIFIC DUTIES AND RESPONSIBILITIES

    1. Legislates and enforces the proper use of "PRIDE" products in their functional area. This specifically includes ISEM (Information Systems Engineering Methodology).

    2. Directs and reviews all Systems Resource Management related activities. This includes both Systems Engineering and Program/Software Engineering.

    3. Enforces all policies and procedures related to Systems Resource Management.

    4. Provides for and controls facilities and equipment for Systems Resource Management personnel.

    5. Recruits and manages Systems Resource Management personnel.

    6. Reports to Information Resource Management on all information systems related activities.

    7. Advises and supports Data Resource Management, Enterprise Resource Management, and Data Processing Operations on Information Resource Management related issues.

    8. Participates as a member of the Support Team for implementing "PRIDE" products.

    9. Works closely with the various IRM support functions to develop, monitor and control Systems Resource Management related standards.

    10. Approves of all Systems Resource Management related acquisitions, e.g., purchase of hardware and software.

    11. Reviews summary project control reports on a routine basis to assure that Systems Resource Management related projects are on schedule and under control.

    12. Allocates the use of Systems Resource Management related resources on project assignments.

    13. Coordinates with User Management, as required, to resolve any project problems.

    14. Provides for continuing training necessary to assure a highly qualified systems development staff.

    15. Resolves any differences of opinion between the project teams and the various IRM support functions regarding quality assurance issues.

    16. Evaluates and approves all formal deliverables resulting from ISEM. This specifically includes:

      • Phase 1 - "System Study and Evaluation Report"
      • Phase 2 - "System Design Manual"
      • Phase 3 - "Sub-System Design Manual"
      • Phase 4-I - "Administrative Procedure Manual"
      • Phase 4-II - "Computer Run Book"
      • Phase 7 - "System Test"
      • Phase 9 - "System Evaluation Report"

    17. Assures that information systems are designed according to the Enterprise Information Strategy and that they adequately serve end user needs.

    REQUIRED KNOWLEDGE/SKILLS/EXPERIENCE

    1. A thorough understanding of "PRIDE" products, particularly as they relate to Systems Resource Management (particularly ISEM).

    2. A thorough understanding of the responsibilities and policies of Systems Resource Management.

    3. In-depth knowledge about all Systems Resource Management related activities.

    4. The experience and ability to critically evaluate the performance of the Systems Resource Management related functions and staff.

    5. The experience and ability to manage the activities of others.

    6. The experience and ability to manage Systems Resource Management facilities and equipment.

    7. The experience and ability to assume responsibility for performing assigned tasks and meeting objectives within time and cost constraints.

    8. Good interpersonal relations/communications skills.

    9. Effective writing skills.

    10. Good analytical and problem solving skills.

    11. Must be results oriented.

    12. Aware of the Enterprise Information Strategy, as it pertains to Systems Resource Management, and makes plans accordingly.

    13. Experience in the acquisition of hardware and software to support the control of systems resources.

    14. A thorough understanding of the functions related to Information Resource Management, including Systems Resource Management, Enterprise Resource Management, Data Resource Management, Systems Engineering, Program/Software Engineering, Data Engineering, Data Base Administration, Data Communications Administration, Project Management, Enterprise Engineering, and the various IRM support functions.

    EVALUATION OF PERFORMANCE

    The following list is intended as a guide to evaluate the performance of the Systems Resource Management function. Evaluation will be based upon observation by Information Resource Management, Enterprise Resource Management, Data Resource Management, Data Processing Operations, and Quality Assurance.

    1. Systems Resource Management personnel adhere to all Information Resource Management related policies and procedures.

    2. "PRIDE" products are successfully implemented and used productively.

    3. The staff has a thorough understanding and knowledge of all Systems Resource Management related functions and responsibilities.

    4. Information Resource Management, Enterprise Resource Management, Data Resource Management, Data Processing Operations, and IRM support functions are aware of all Systems Resource Management activities.

    5. Systems Resource Management personnel assume responsibility for performing assigned tasks and achieves them within time and cost constraints.

    6. There is an adequate staff to perform all required Systems Resource Management functions and they are well trained.

    7. Systems Resource Management activities are performed according to the Enterprise Information Strategy.

    8. Systems resources are standardized and controlled.

    9. The Systems Resource Management staff produces quality work (few mistakes).

    FUNCTIONAL RELATIONSHIPS

    Subordinate to Information Resource Management. Systems Resource Management also maintains a lateral working relationship with Systems Resource Management, Enterprise Resource Management, and Data Processing Operations. It also works closely with the various IRM support functions. Project Management, Systems Engineering, and Program/Software Engineering are subordinate to Systems Resource Management.
