    SCOPE OF FUNCTION

    This is an IRM support function that has direct responsibility for managing and maintaining policies and procedures regarding the Technical Library. The Technical Library is the central repository for all project records and approved copies of phase documentation for each project. The responsibility of the Technical Librarian is to maintain the Technical Library by receiving, evaluating, logging and sorting all project records and copies of approved documentation.

    The contents of the Technical Library represents a considerable investment in time and expense; therefore, the Technical Librarian function must be performed by a competent individual. This should be an administrative person who pays attention to detail and is not intimidated by other staff personnel. Without control, this permanent documentation may be lost or inadvertently destroyed. In a large organization, this function should be staffed on a full-time basis due to the volume of documentation being produced. In a small organization or at a remote site, this function will probably only require staffing on a part-time basis.

    As with any library function, these materials will be controlled and maintained securely. A check-out system with accompanying indexes should be established. It is suggested that working copies of documentation be prepared for distribution outside the library. Original copies should always remain in the library since they represent the historical results of particular projects. It is recommended that provisions be made for access to the files in off hours.

    During the execution of the Implementation Plan, a complete set of procedures will be developed for the operation of the Technical Library.

    SPECIFIC DUTIES AND RESPONSIBILITIES

    1. Participates in the development of all policies and procedures as they pertain to the Technical Library and executes accordingly. Standard policies and procedures include:

      1. Cataloging items into the library.

      2. Check-in and check-out procedures.

      3. Auditing past due materials.

      4. Security and backup/restore controls over the library.

    2. Participates as a member of the Support Team for implementing "PRIDE" products.

    3. Reports to IRM Quality Assurance and other IRM support functions on plans and activities.

    REQUIRED KNOWLEDGE/SKILLS/EXPERIENCE

    1. A working knowledge of "PRIDE" products.

    2. A thorough understanding of the Technical Library, including its organization and standard operating procedures.

    3. Knowledge of general library techniques and tools. This includes classification systems, filing techniques, and equipment normally found in a library.

    4. An in-depth knowledge of IRM standards.

    5. Good interpersonal relations/communications skills.

    6. Effective writing skills.

    7. Good analytical and problem solving skills.

    EVALUATION OF PERFORMANCE

    The following list is intended as a guide to evaluate the performance of the Technical Librarian function. Evaluation will be based upon observation by IRM Quality Assurance, Enterprise Resource Management, Systems Resource Management, Data Resource Management, Data Processing Operations, and the other IRM support functions.

    1. All Technical Library policies and procedures are properly followed.

    2. The Technical Library is well organized, controlled and neat.

    3. All IRM related policies and procedures, as they pertain to the Technical Library, are followed by the IRM staff.

    FUNCTIONAL RELATIONSHIPS

    Subordinate to IRM Quality Assurance. Maintains a lateral working relationship with "PRIDE" Coordination/IRM Engineer, Project Administration, and the IRM Education/Training. Also works with other IRM functions in an advisory capacity.

    METHODOLOGY RELATIONSHIPS
